"Options|Reload All Configurations" will reload all configuration files and hence, all macro commands. Here, at XMLmind, we use this menu item all the time when we are developing macros. The main restriction is that you need to close all documents before using "Options|Reload All Configurations", but this is still much better than having to restart XXE.
