--> I've tested the configuration you sent me and found it to work.

To do this test, I have:
[1] Copied FDS.xxe to <XXE_install_dir>/addon/config/docbook/
[2] Modified it to point to the right icon/ directory
[3] Modified it to point to stock docbook.css
[4] Created fake, DocBook 4.4 based, ELEC_Template.xml,
SoftSiloSupportingMat_Template.xml, EmptySection.xml

--> All items in the DocBook menu are initially grayed simply because
they contain contextual commands.

Insert a table, click inside a cell and you'll see that this will enable
 all the menu items related to tables.

--> I've noticed that your configuration contains a copy of most
elements found in stock docbook.xxe. This is clearly not the most
efficient way to do what you want.

I strongly recommend to base your customization on the FDS.xxe
(functionally identical to the FDS.xxe you sent me) I've attached to
this email.

Note that the FDS.xxe I've attached to this email follows the guidelines
found in http://www.xmlmind.com/xmleditor/_distrib/doc/configure/ch04.html
