No. You can create XML documents with Standard Edition and then, manually upload them somewhere on the Internet. Professional Edition allows to directly create and modify XML documents located on a remote WebDAV or FTP server. Standard Edition has been restricted (i.e. this has been hardcoded) in order to disable this functionality.
