[XXE] Can't Open File !

Re standard edition v2.1

I get a message box reporting:

   Cannot open file "F:\temp\MIMDicomLibrary.xml":
   D

with a red X and an OK button.  That's indeed the file I'm trying to open.  I 
can load it into Notepad, so I know the file is indeed readable.

Is there more information about the error somewhere?
