I'm sorry but the answer is no. "Options|Reload All Configurations" can be used to test menus, toolbars, bindings and macro-commands. It cannot reload XML catalogs or Java code (jar files). It cannot discover ``new'' configurations (configurations created after the startup of the XML editor).
