You are the first person to report this problem (which is a ZeroG InstallAnywhere one). We have no idea. (May be the installer does not like your Windows locale?)
Please, [1] Download the .zip or the .tar.gz distributions from http://www.xmlmind.com/xmleditor/download.shtml . (You can delete xxe-std-27-setup.exe which is useless for you.) [2] Unzip the download archive in a newly created directory (say C:\xxe) [3] You seem to have already installed a Java runtime and having added it to your PATH, which is fine. [4] Use C:\xxe\xxe.bat to start XXE.
