OS X 10.3.5; XMLEditor V2.7p1.

For Arabic support, go to "System Preferences" on the Finder menu; 
select "International" from the Personal bar.  In the International 
window, select the "Input Menu" tab; then select the Arabic keyboard.  
Now you should be able to type Arabic in e.g. TextEdit by just 
switching the keyboard. Or, fire up XXE, create a new docbook article, 
and start typing in Arabic.

That's it as far as I recall.  I don't recall having to do anything 
special to get Arabic support, but it's possible I had to select fonts 
or something when I upgraded to this latest OS version.
