Here's the explanation:

* An newly inserted para is explicitly selected (red border around it).

* Ctrl-V is bound to "paste toOrInto" (see 
http://www.xmlmind.com/xmleditor/_distrib/docs/commands/ch06s34.html). 
You cannot replace explicitly selected para by the text contained in the 
clipboard (this is the "paste to" behavior).

* When you click in the new para, it is no longer explicitly selected. 
Therefore you can paste text at caret position  (this is the "paste 
into" behavior).

Keeping the newly inserted para explicitly selected has benefits and 
drawbacks (like everything in GUI design). You have found one of these 
drawbacks, but we are not going to change this behavior because it has 
benefits too.

Once again, you can customize XXE to change this. Create a custom macro 
invoking the macro currently used by the toolbar button and then 
cancelSelection (see
