This is really a question which is more appropriate for one of the DocBook mailing lists, but since it is an easy question to answer, yes, there is. Surprisingly, the element name is 'author' :-). It's part of the content model of all of the meta info (bookinfo, chapterinfo, articleinfo, blockinfo, and lots of other ones) elements.
