I'm pretty sure you want to take the Document Type Declaration out of
your XML catalog files. If you leave them in, then the corresponding
DTD has to be retrieved, and in this case that means accessing the DTD
from the network.
Notice that the Document Type Declaration is commented out of the XML
catalog in the example on the XML catalogs documentation page[0].
