Just in case anyone else was having the same problems I was having (messed
up tables, some XML in Uppercase, and sometimes white spaces missing) try
the following:

1) save the file from Framemaker SGML as XML
2) Using the NoteTab Light Program (www.notetab.com), open the new xml file
and use the menu option Modify | Change HTML Tags | To Lower Case.  This
will change only the tags to lowercase instead of the actual text.  Save the
document.
3) Open the document in XXE, make any small change (add and delete a space
for example) and save the document.  Close the document.  This was necessary
for me because my tables were a mess at the first import but was fixed after
the first save.
4) Reopen the document in XXE and the tags & tables should be correct now.
5) In XXE use the menu option Tools | Check Validity.  You will probably get
a lot of errors to manually fix but XXE gives you a nice dynamic list to
work from.

That's it, my documents have remained valid ever since.  Also, just for your
information, my average 1,350KB Framemaker file became a nice compact 400KB
XML file.
