DocBook 4.3 will be included in XXE as soon as it becomes an OASIS Committee Specification. Currently, DocBook 4.3 seems to be a Committee Draft. This being said, there is no problem adding yourself DocBook 4.3 to your own XXE distribution. The only tricky part is to remember adding xml:space="preserve" to a number of elements such as programlisting (see how this has been done for 4.1.2 and 4.2 and do the same.)
