XXE is absolutely not supported on Windows 9.x. However, we know at
least a user which uses XXE on Windows 95. (Hello, Alain!)

First read http://www.xmlmind.com/xmleditor/install.html , Section
"Manual install on Windows".

On Windows 9.x, you'll probably have:

[1] to edit xxe.bat in order to shorten the number of arguments of the
javaw command line.
[2] to remove NT .bat extensions like setlocal.
[3] to augment the environment variable space by editing config.sys
(Sorry, I don't remember the exact command to use).
