This error message is probably caused by the fact that FOP fails to
create the PDF file in temporary directory "C:\Documents and
Settings\[my profile]\Local Settings\Temp\xxe667\"

Thus, the real problem should have been reported by FOP. In order to
spot it, please use the tip explained here:

Yes. I would suggest to uninstall XXE 3.7 and all the add-ons you may
have installed and instead, download and install the latest version of
XXE Personal Edition.

After that, please get an evaluation key to turn your Personal Edition
into an Evaluation Edition. See

This will allow you to test "DITA|Convert to PDF" with the latest DITA
and FOP add-ons. I'm almost sure that this upgrade will help.
