Best-looking, easy-to-use and easy-to-write help I've come across lately is 
Adobe AIR Help; prepare the config files, feed it html source and voil?! 
Standard disclaimer, I'm nothing to do with Adobe; regrettable disclaimer; I've 
not been allowed to put it into production because it's simply "too new" by the 
standards of our IT department ...
