I found the problem.  Actually it had nothing to do with CSS.  The
configuration name in the .xxe file of my customisation was different
from that of the configuration I was trying to customise.

It took me a while to find this out.  It would be nice if XXE could
report, somehow, where it had loaded its configuration from for the
file you're editing.
