Thank you for your answer. Fortunately I am not in a hurry nor is this feature 
critical for my work. I just felt it would ease some things which are probably 
very specific from case to case. To be more specific - I use DocBook more in a 
way as DITA is intended to be used. So I create many topics on a section level 
which can be reused across one or more projects. This is convenient as we 
usually create standalone docs for more user roles. That is why this feature 
would be nice to have. On the other hand if we used DocBook in a traditional, 
more linear and narative fashion, I guess there would probably not be such a 
need.

This is a very peculiar need. XXE is more designed to work with a large
number of inclusions coming from a relatively small number of source
files. (That's why we have developed the Include tool

Anyway the answer is: yes, developing such file manager is planned. But
such file manager would be just a byproduct of a much larger, pretty
ambitious, project. We do not expect to work on it in the short term.

Note that if you are in a hurry, you may want to develop such file
manager yourself.
