DocBook XSL stylesheets are not working with Saxon8/9 in 1.0 backward
compatibility mode because they use many Saxon extensions available only
6.5.x. New version of DocBook stylesheets written in pure XSLT 2.0 is
being developed but it is not yet as mature, stable and feature rich as
current DocBook XSL stylesheets.
Ideally, XXE can bundle both versions of Saxon and customization (or
even transform command) should specify which version of XSLT language
should be used. Default could be 1.0 to maintain compatibility with
existing plug-ins.
