I'm almost sure you didn't find a bug here, whatever the version of XXE you use or your platform. Your configuration probably conflicts with an existing one. Example: your configuration file is mydocbook.xxe and the name of the configuration is "DocBook" (value of attribute "name"). This configuration points to your custom CSS. [1] You copy mydocbook.xxe (along with all the other files comprising your customization) to XXE_user_preferences_dir/addon/. It works fine. The reason for this is that there is no conflict in such case: add-ons contained XXE_user_preferences_dir/addon/ have priority over add-ons contained in XXE_install_dir/addon/. [2] You copy mydocbook.xxe (along with all the other files comprising your customization) to XXE_install_dir/addon/. It does not work because mydocbook.xxe conflicts with the regular docbook.xxe (both configurations are named "DocBook"). To resolve the conflict, XXE picks the configuration having the file basename which is first in lexical order. docbook.xxe precedes mydocbook.xxe, hence, XXE picks the regular configuration and not your customization. If you rename mydocbook.xxe to 000docbook.xxe, your customization will be picked by XXE.
