This means that command hhc.exe (the help compiler) is installed elsewhere or has not been installed at all. Make sure you have installed Microsoft HTML Help Workshop, then edit the file containing the process command using a text editor and replace "C:\Program Files\HTML Help Workshop\hhc.exe" by the actual path of command hhc.exe.
