Sure, you can use XML Mind with website. I do such a web site and use XML Mind to edit it. I just had to make an xxe customization for the website DTD, which is easy because website is based on docbook, with just a few extra elements added. I'd be happy to share my customization offline if you like.
Of course, my website (www.ivanmoravec.net) does not look like layout example you cited because I customized the xsl stylesheets that generate the html.
