If your new wrapper must be a section, then you have to add a title. The title 
can be empty (in which case your stylesheet might do something to avoid 
inserting the title's vertical space). To see what the DTD permits, try 
selecting the three paras and pressing CTRL+SHIFT+T (or clicking the 
Convert[wrap] button in the Edit tool). For example, you could wrap the paras 
in a blockquote, which doesn't require a title.
