This highly depends on your level of expectations.

* If you just want to create and edit Nitf documents using the *tree*
*view*, there is nothing special to do:

--> Create a new Nitf document: Use "File|Open As Template" or
"File|Open Copy".

--> Edit an existing Nitf document: Use "File|Open" and "File|Save".



* If you want a *styled* *view* and may be menu, toolbars, macros, etc
to make the user much more productive, it may take days or even weeks
(for *huge* DTDs such as DocBook or TEI). Most of the time is spent:

[1] Learning DTD, CSS, XSLT, XSL-FO, etc.
[2] Learning XXE and the way it is configured.
[3] Writing a CSS style sheet for use by XXE.

Out of the box, XXE can be used to author XHTML and DocBook documents
with a good personal productivity. (DITA, Simplified DocBook, Slides,
etc, are available as add-ons.)

But if you need to achieve excellent productivity for a group of users
in your organization or if you need to use a proprietary DTD, W3C XML
Schema or RELAX NG schema, then you'll have to customize existing XXE
configurations or you'll have to write a custom configuration for your
proprietary schema from scratch.

In an organization, the task of writing a configuration file for XXE is
ideally performed by a single person, who belongs to the group of XML
authors, but who is specially motivated by becoming the local guru.

    * The local guru really needs to understand the job of the group of
XML authors which will use XXE.

    * The local guru really needs to be motivated because she/he will
have to read tons of documentation: XXE documentation, but also many W3C
standards such as XML, CSS, XPath, etc.

    * The local guru does not need to be a programmer, or even a member
of the IT staff.

If you don't have a person with the profile of a local guru, you may
consider hiring an external consultant for a few days.
