I'm trying to add a menu item to XMLmind that will enable users to log bugs or
feature requests (called CAD_PREPs internally) against XMLmind. When I start up
XMLmind with the following entry in place:

I get the following message:

Error: The reference to entity "command" must end with the ';' delimiter.
The problem appears to be the &command= component of the URL. Is this expected
behaviour?
