"If you are linking within the same file, you can leave off the 'filename.xml'
part. So, for a section with the ID 'mysection', you should use:

My file astOps01_publieke.dita is a topic, with id "u63698"
This topic includes a section with id "z30258"
By way of a test, I've wrapped the word "Damage" (not in the section "Schade")
in an xref, and I've set the href attribute of the xref to #u63698/z30258
The result, on saving the full ditamap to xhtml, is an html file identified as
astOps01_pvUitbatingen.html#u63698__-__z30258 in the Firefox address bar. The
word "Damage" is indeed a hyperlink, reported by the Firefox status-bar as a
link to astOps01_privatieve.html#u63698__-__z30258, and it doesn't work; that
is, clicking on the link does not move back up the long page to the referenced
location :-{
Hints and tips on how to implement this link very welcome! and I realise that
it could be DITA question as much as or more than an XML Mind question.
Observations on good practice and avoiding in-file links not required, as this
is all in the context of experimental conversion on a specific document.
