Yes. But currently we have no idea of how, and thus when, this feature
will be implemented. (This feature is pretty difficult to implement.)

The full range of Docbook tags are indeed ``included'' in XXE Personal
Edition. My guess is that you open in XXE a document conforming to a
very old DocBook DTD or to the Simplified DocBook DTD.

Or more simply, you try to insert an element at the wrong place. Please
take the time to read this tutorial
