When an xi:include element is erroneous, it is not transcluded.
Therefore it is found as is in the opened document. Being an ordinary
XML element, you can use XMLmind XML Editor to edit it (e.g. change its
href attribute).

Also note that using "Edit|Reference|Untransclude Reference", you can
switch at any time from transcluded content to its physical
representation (i.e. xi:include or DITA conref).

However even after using "Edit|Reference|Untransclude Reference", it's
currently not easy to insert an xi:fallback element inside an xi:include
