I'm sorry but I don't know.

I would suggest to give clicking "Use Windows® standard fonts" a try.
May be Arial, Times New Roman, etc, have Hebrew glyphs.

It depends on the XSLT stylesheets you are using to convert your
document to other formats. Most XSLT stylesheets use mainly serif,
serif-bold, serif-italic, serif-bold-italic. Therefore, you may start to
experiment by mapping the font having Hebrew glyphs to
serif,NOT-bold,NOT-italic.

Do not forget to restart XXE each time you change the font map of FOP.
