In fact, the documentation is correct and
"file:/C:/Documents%20and%20Settings/user/My%20Documents/DITA/XMLmind%20XXE/Documents/XXXsmall.jpg"
should work fine.

You have uncovered a bug that I was able to reproduce. Thank you for
