* No, you cannot create a plain (that is, free form) XML file with 
XMLmind XML Editor.

* If you want to create a W3C XML Schema with XMLmind XML Editor, then 
please download and install the add-on called "W3C XML Schema 
configuration". This can be done by using menu item "Options|Install 
Add-ons".
