If you intend to use the WHC (XMLmind Web Help Compiler[*]) to convert DocBook or DITA documents to Web Help, the answer is almost certainly no. The integration layer found in XXE v5.1.1 which allows to invoke whc has not been designed to be packaged as an add-on.
