The Reference menu is not usable - all items disabled - in my evaluation

This is almost certainly caused by the documents you are opening.

* You have opened a document for which no inclusion scheme has been declared (e.g. XHTML).

OR

* You have opened say a DocBook document, but XMLmind XML Editor does not detect it as being a DocBook document (e.g. DocBook 4+ but no <!DOCTYPE> or DocBook 5+ but no namespace), hence no inclusion scheme.

Hover your mouse above a Document tab, you'll see useful information about it in the tooltip displayed there.

Yes, the option to enable the include tool is
on. And I don't see any include tool.

This is not related to the above problem and I have no idea of what could cause this.

If the "Include tool" feature is selected in Options|Preferences, General|Features section and you have restarted XMLmind XML Editor, then you should see the Include tool on the right side of the main window.

See "Inserting boilerplate content" -- http://www.xmlmind.com/xmleditor/_tutorial/insert_boilerplate/index.html

See http://www.xmlmind.com/xmleditor/_distrib/doc/help/generalOptions.html#featuresOptions

See http://www.xmlmind.com/xmleditor/_distrib/doc/help/includePane.html

However, if the Reference menu is disabled, then all the buttons of the Include tool will be disabled too.
