Vietnamese uses some diacritical signs that English lacks of.

Is there a mean to get the proper conversion of these signs to PDF?

Yes. How to do this is explained in this FAQ:

When I convert documents written in Russian (or Polish or Czech or any non-western language) to PDF, almost all characters are replaced by the "#" character. Is there a workaround for this problem?

Simply make sure that the TrueType font families you'll select have glyphs for all the Vietnamese characters. (This should be the case of a font family like "Arial Unicode MS".)
