I reported the increase in spam on the XML-RPC mailing list to the ASF Infrastructure team, who did some digging, and now report that the problem should be fixed.
Problem summary: A while back, the xmlrpc-user mailing list was merged with the xmlrpc-dev. Apparently, this wasn't done safely -- mail to the xmlrpc-user list was going straight into the xmlrpc-dev list without moderation. - Dan
