[xmlsec] 0.0.12 Windows binaries

Hi there,

I have just put the 0.0.12 binaries online. Before people start suffering crashes and problems, I thought about anouncing the one important change.

If you upgrade to 0.0.12 Windows binary, then please upgrade your OpenSSL as well. This version has been compiled using OpenSSL 0.9.7 and the support for 0.9.6x has been dropped therewith. OpenSSL 0.9.7 binaries are available as well, just one click away from xmlsec.
