the "trusted" root certificate. Please find any book on public key cryptogtaphy
and PKI if you need more information about certificates, etc.
The xmlsec utility has "--trusted" command that lets you do this. There was
several discussions in the mailing list about loading certificates in the keys
manager programmaticaly (search for "x509" in the subject).
