In perhaps simpler terms, I suggest that xmlsec use the -release option of 
libtool, using the major version numbers.  For example, when releasing 0.0.15, use:

    -release 0.0

This means that compatibilty is broken whenever a point release is made (0.1, 
0.2, etc.), but that seems likely to happen in any case.
