The snapshots is just a copy of CVS tree at given moment of time thus I don't like an idea of specificaly removing something from it. If my understanding is corrcet, "debian" folder was not updated for almost a year. Since you don't use it I think you finally convinced me that there is no need to have it in CVS at all. I would remove it if you are ok with it.

Sometimes I make a package from a snapshot for internal testing or for inspection by my sponsor, and having that directory there causes problems just as for releases. There is always the alternative of renaming the directory to "debian-sample" as I've suggested before.
