So how about my previous sugegstion: transform (AES encryption, for example) gets slot from a key. If it is not available, then it calls "GetBestSlot".
I also thought about that the way is OK, but I failed to find a effective way to set the slot into a _xmlSecNssEvpBlockCipherCtx or KeyDataCtx.So I think of the urgly global variables.
I think Tej's suggestion is considerable.
