[xmlsec] man xmlsec1-config problem

Like the issue we had with the xmlsec1 man page, the xmlsec1-config man 
page might not match the actual command options (prefix defaults, 
acceptable crypto engines, etc.).  I guess the easy way out is to make 
the help generic.
