The decision of removing it should be based on whether or not it could
ever be used or not.
The modularization is well established in the past, the code they
generate is totally out of date.

Just like any dead code, it does not bother those who know it's dead,
but it wastes time for all
new contributors, now and for the next decade. 

Unless anyone can think of a useful scenario for these scripts, they
should be deleted.
It would be quite acceptable to have a dedicated repository for code
snippets of any kind, old or new,
C or bash.
