Multiseat. Though that really should be done using Xinput now instead
of reaching around behind the underlying X server to pull events out of
the raw device (and would be more portable than maintaining evdev
specific code in Xephyr, and let you get the benefit of the improvements
Peter makes to the Xorg evdev driver).
