Thanks, I'd forgotten about that - it looks like WIN32 is the only case left
there that anyone still maintains builds for.   Since we do still have people
maintaining some WIN32 builds, I guess we can't just wholesale delete all
instances of it, but should stick to a case by case basis - such as this case
where Jon noted he has to disable the code path on WIN32 either way.
