I think that the copy of the Utopia font in X.org should get updated
with the license text from the TeX User Group:

http://ftp.uni-erlangen.de/mirrors/CTAN/fonts/utopia/LICENSE-utopia.txt

Especially the first paragraph make me confident that the license
applies to X.org as well. It contains one additional restriction
regarding the renaming of derived fonts, but that is demanded for in
other OSI-approved font licenses as well, e.g. Open Font License. 

Anything is better than the ambigious license that the font is currently
released under. By the way, The TeX User Group's release of the font is
part of texlive and has already been accepted into Debian's main
section.
