I submitted patches "[PATCH modular 0/6] Major jhbuildrc and xorg.modules update" and I gave up in trying to make a list that everyone will like. In my opinion, the list should be complete and exhaustive. Users then trim what is not applicable to them. You can see the list I made at http://people.freedesktop.org/~gnadon/jhbuild/. The concept is that xorg.modules is a sample file and everyone is invited to locally customized it. It is made easy to trim and there is nothing to add (save for regular maintenance). Basically what we do with build.sh. There is still no platform checks in jhbuild. This would take us out of endless adding/remove of modules because it does not build here or there.
