1-3 are patches with no functional changes. 4/4 is the meat of the change.
I've decided to only push down the modifier state, not the locked group
state because the latter may result in groups unexpectedly changing, which
I'd consider non-intuitive in some cases.

e.g. two keyboards with (in total) 4 different layouts, locking one could
then lock a different keyboard layout on the other keyboard too. Of course,
that use-case is already cornercase enough that there are likely more
problems anyway, so...
