Yeah, 1.16 was supposed to be done last week, but I was waiting around
to see if patches for non-PCI devices could get merged.
This only affects Cygwin/MinGW and goes in conjunction with libXfont
master (1.5rc), which will be needed for 1.16 IIUC. Therefore I think
it's important to get in ASAP.
