the problem is your KVM blocks the edid from the monitor so the driver doesn't
know what modes your monitor supports.  What you'll need to do is specify a
monitor section in your config and associate it with the VGA port and set the
sync ranges of your monitor and select a preferred mode.  See this page for
more on xorg.conf changes for randr 1.2 drivers:
