TV-out only ever sort of worked on avivo-based radeons, so we eventually disabled it. You can revert that commit and attempt to use it, but it sounds like you didn't have much luck. TV-out has not been a high priority so we haven't a chance to dig into it much more lately. Once we get r6xx/r7xx 3D out, we hope to revisit tv-out.
