It doesn't matter whether you specify radeon or ati as the driver name. Check to make sure the monitor cable is properly seated. Does the monitor go off/on at regular intervals? It sounds like perhaps the monitor is gets woken up due to a temporary signal on the port. I'll bet some process is polling the monitors at some set interval. Usually it's upowerd or the kde equivalent. Does killing upowerd fix the issue? Those daemons shouldn't be polling the the connectors.
